The JCYC College Access Programs’ third annual Excellence in Education Awards will celebrate the achievements of our students, educators, and 47 years of our unwavering commitment to equitable access to higher education. We will recognize pioneers who have been nominated by members of our community and carefully selected by JCYC staff and our Board of Directors. These will include school staff members and students. The goal of this event is to recognize the achievements of students and educators and help to ensure that JCYC’s College Access programs can maintain high-quality academic and educational services for students from low-income and first-generation backgrounds.
Meet Our Winners
Sarah Boctor
Beyond Boundaries Award
Student, Galileo High School
Sarah Boctor is a senior at Galileo High School in San Francisco. She is a first-generation student planning to pursue a pre-medical track at university. She has always been drawn to learning about science and anatomy since childhood. Her goal is to work hard, keep improving, and eventually make a positive impact on her community and other underserved communities as a surgeon.
JCYC has given her access to opportunities she otherwise would not have been able to reach. Their programs really care deeply about every kind of student.
Mariam Castillo Betancourt
Beyond Boundaries Award
Student, Jefferson High School
Mariam Castillo is a senior in the 2026 class at Jefferson High School. Mariam moved to Daly City from Cuba 3 years ago with exceptional dreams, big aspirations, and unbreakable resilience. Mariam has always been attracted to arts and music, but science, health science specifically, has always been something she is curious about.
She plans to attend UC Davis for a four-year degree in Biochemistry & Molecular Biology and to continue her education in medical school upon receiving her bachelor's degree. Her dream is to work in a branch of healthcare that makes people happy through empathy, connection, and genuine care. She looks forward to exploring the opportunities UC Davis offers as she prepares for the rest of her academic career.
Alicia Schkoll
Catalyst of Change Award
Counselor, Galileo High School
Alicia Schkoll, school counselor at Galileo High School, was raised in San Francisco by a visually impaired single mother. As a first-generation college student, she studied psychology & criminal justice at the University of San Francisco.
Her passion for supporting youth emerged during an internship at San Francisco County Jail, leading her to pursue a Master’s in Counseling Psychology & PPS credential also at the University of San Francisco. In 2017, she joined Galileo, coordinating college access initiatives like the AVID program to ensure equal educational opportunities. Alicia resides in the Excelsior with her partner and cat, Cherry, and enjoys comic books and science fiction.
Mariana Chavez-Picazo
Friend of JCYC Award
Interim Supervisor, Counseling & Post-Secondary, College & Career Readiness (SFUSD)
Mariana Chavez-Picazo is the Supervisor for Counseling and Post-Secondary with 19 years of experience at San Francisco Unified School District. Mariana is a S.F. native and alumna of the SFUSD. She received a BA at SF State University and a Master's in Counseling at the University of San Francisco. Most recently, she returned to SF State to complete her second master's and an Administration and Leadership credential. Mariana provides consultation, coaching, and professional development to school counselors and supports post-secondary initiatives with City College of San Francisco, San Francisco State University, and college access work and partnerships with CBO’s. As a school counselor by trade and heart, she shares a unique perspective to help lead with empathy and relationship building. Her journey as an educator has been one of leading what is important to her with an action-oriented approach and equity-focused lens. She believes that it is critical to partner with teachers, students, families, and the community to create a holistic support system.
Speaker Emerita Nancy Pelosi
Legacy of Excellence Award
U.S. House of Representatives, 11th District
Nancy Pelosi has represented San Francisco in Congress for 38 years and now serves as Speaker Emerita and Representative for California’s 11th District. She is the former 52nd Speaker of the House and the first woman to hold the role, first elected in 2007 and again in 2019, becoming the first in over 60 years to regain the speakership. A longtime leader of House Democrats, she served two decades in leadership, including as Democratic Whip.
She was the chief architect of major legislation, including the Affordable Care Act and the American Rescue Plan. Her leadership also advanced laws on infrastructure, climate action, prescription drug costs, and economic recovery. Pelosi has championed health care access, environmental protection, and democratic reform. In 2024, she received the Presidential Medal of Freedom. She continues to advocate for economic opportunity, lower costs, and job creation for American families.

Gia Vang
Mistress of Ceremonies
Anchor, NBC Bay Area
Gia Vang is an Emmy award-winning television news anchor and reporter with nearly 20 years of experience in markets across the country. Currently, Gia is a TV news anchor and reporter for NBC Bay Area. It was her role as an anchor in Minnesota that made history. It made her the first news anchor of Hmong descent in a major U.S. news market. Gia is the daughter of Hmong refugees from Laos. She was raised in south Sacramento with a huge family of eight siblings. She graduated from Sacramento State with a degree in journalism.
Gia is also the co-founder of the Very Asian Foundation, a non-profit that turned a racist voicemail into a positive movement in 2022. The foundation seeks to shed light on Asian experiences through advocacy and celebration, including donating books with AANHPI characters into hundreds of school libraries around the country, and also a school in the Philippines. Gia resides in the East Bay.
Supervisor Connie Chan
Keynote Speaker
SF Board of Supervisors, District 1
Supervisor Connie Chan represents District 1 on the Board of Supervisors. Born in Hong Kong, she moved to San Francisco at the age of 13 with her mother and younger brother. After graduating from Galileo High School, Connie earned her bachelor’s degree from UC Davis and started her career as a volunteer interpreter working with pro bono attorneys for the SF Bar Association's Volunteer Legal Outreach, and as a community organizer for SF SAFE and the Community Youth Center.
Connie has served our City at every level and understands that it's not just important to pass good laws, it is equally important to ensure they be implemented equitably in order to serve all San Franciscans. In 2006, she was recruited by then-Supervisor Sophie Maxwell to serve as a legislative aide, and later served as an aide to then-District Attorney Kamala D. Harris as well as Supervisor Aaron Peskin. She also served as an aide to then-Assemblymember Kevin Mullin, advocating for Bay Area residents. As Supervisor, she works to ensure the same opportunities that San Francisco has given her are available for all San Franciscans now and for generations to come.

The Beyond Boundaries Award honors a low-income, first-generation college-bound student who has triumphed over significant barriers to achieving educational success.
The Friend of JCYC College Access Award honors individuals whose partnership and support have been instrumental in advancing the mission of the JCYC College Access Programs. Through their generous contributions of time, resources, and expertise, the awardees have significantly impacted the lives of countless students and families served by the JCYC College Access Programs.
The Catalyst of Change Award recognizes school staff whose commitment and contributions exceed expectations for our partnership and student success. These staff members seek opportunities to collaborate with colleagues, parents, and stakeholders to implement initiatives that enhance student learning and well-being.
The Legacy of Excellence Award honors a person whose commitment, integrity, and outstanding contributions have created a lasting legacy and inspired excellence across the community.
